Agricultural Exports: New Notes from the Market

The SPS Vietnam Office has recently sent a document to relevant entities to inform them about draft changes in regulations regarding agricultural exports to certain markets.

The Vietnam Office of the SPS Notification and Inquiry Point for Animal and Plant Quarantine and Food Safety (SPS Vietnam Office) has compiled a report on draft notifications and effective announcements concerning food safety and animal and plant quarantine measures (SPS) from November 21 to December 20, 2024, issued by World Trade Organization (WTO) members. This includes 128 notifications, with 98 draft notifications for public comment and 30 effective notifications.

Many businesses have reported that they are facing difficulties completing online declaration procedures to finalize export paperwork for agricultural products to China, sometimes taking more than a month to finish.

Among the notifications, some key points need attention. Specifically:

  • United States Market: A notification has been issued to terminate the use of products containing chlorpyrifos; a proposal to remove the maximum residue limits (MRL) of chlorpyrifos in certain products; a recommendation to revise food additive regulations; and a regulation on the tolerance for Cyazofamid pesticide.
  • European Union Market: A notification concerning Regulation (EU) 2019/627 on official control measures for animal-origin food products; changes in maximum residue limits for chlorpropham, fuberidazole, ipconazole, methoxyfenozide, S-metolachlor, triflusulfuron, dimoxystrobin, ethephon, and propamocarb in or on certain products; and proposals to change MRLs for various agricultural chemicals in food.
  • Taiwan (China) Market: A draft standard regarding the maximum residue limits for pesticides in food; a draft revision to standards concerning technical specifications, scope, application, and residue limits for food additives; and a proposal to change MRLs for agricultural chemicals in food.
  • Indonesia Market: A notification on the authority to guide and control the issuance of Quality and Safety Certification for seafood products in Indonesia; a draft regulation from the Indonesian Food and Drug Agency concerning food packaging; and a draft regulation from the Indonesian National Food Agency regarding maximum pesticide residue limits in food.
  • Brazil Market: A draft list of active ingredients in pesticides, household cleaning products, and wood preservatives; a draft resolution establishing techniques, maximum limits, and usage conditions for food additives and supporting technologies in food; a draft setting plant quarantine requirements for importing South African orchids (Freesia spp); and a draft resolution on “Selected Pesticides for Analysis in Herbal Medicine” (establishing plant quarantine requirements for importing okra seeds – Abelmoschus esculentus).
  • Australia – New Zealand Market: A proposal to amend Annex 20 of the Australia-New Zealand Food Standards Code; changes to the Import Health Standard for holding plant products for human consumption; maximum residue limits for agricultural chemicals; proposed measures to manage Xylella fastidiosa on crops; and import health standards for seeds used for planting.
  • South Korea Market: A notification on the proposed specifications for Acrylamide in food.
  • United Kingdom Market: A notification about amendments to official control regulations (plant health, inspection frequency) for 2022, as well as legal revisions to ensure the effectiveness of animal and animal product controls at borders; amendments to Regulation (EU) 2019/2072 regarding pests, viruses, and specific import requirements to include all coniferous tree species; a notification on the licensing of 25 animal feed additives and 1 type of feed for specific nutritional purposes; changes in maximum residue limits for propamocarb, fenazaquin, sulfoxaflor, and isoflucypram.
  • Japan Market: A notification on amendments to the Feed and Feed Additive Standards.

The SPS Vietnam Office recommends that entities research and inform organizations or individuals involved in exports concerning the products and markets listed above to make appropriate adjustments.
