UPDATE ON CIRCULAR 28/2026/TT-BNNMT: IMPORTANT CHANGES TO VIETNAM’S LIST OF APPROVED PLANT PROTECTION PRODUCTS

The Ministry of Agriculture and Environment has officially issued Circular 28/2026/TT-BNNMT (effective from June 30, 2026), amending the list of plant protection products (PPPs) permitted for use in Vietnam. This is an important regulatory update that agricultural import-export businesses should understand to ensure compliance with production standards.

1. Key Changes
According to Circular 28/2026/TT-BNNMT and guidance from industry associations (VPSA and VIPA), the updated list introduces several strategic changes:

Prioritizing Biological Solutions:
– Three new active ingredients have been added, of which biological products account for 33.33%. The inclusion of 30 biological plant protection products in the approved list marks a significant step toward helping Vietnamese agricultural products meet the strict maximum residue limit (MRL) requirements of markets such as the EU and Japan.

Supporting Export Crops
– The updated list includes specialized plant protection products for crops such as durian, dragon fruit, and pomelo, offering the following advantages:
+ Short pre-harvest intervals (PHI)
+ Low toxicity
+ High effectiveness through advanced formulations such as OD, EW, and WG

Promoting Digital Agriculture:
– For the first time, six plant protection products have been officially approved for application using unmanned aerial vehicles (UAVs/Drones), laying the foundation for smarter farming practices.

2. What Should Businesses Do?
The new Circular also records 20 cases of changes to registration holders and five plant protection products voluntarily withdrawn from the approved list. Manufacturers and exporters should:

Review existing inventories and immediately discontinue products that have been removed from the approved list.
Update production protocols by adopting biological crop protection products and drone application technologies to optimize costs and improve transparency throughout the export supply chain.
