Cardamom is a plant belonging to the ginger family, with a shape quite similar to ginger but much larger. Mature cardamom plants can reach heights of 2-3 meters, with a stem diameter of up to 4 cm. Cardamom usually grows in clusters of plum-colored fruits at the base. After harvesting, the seeds inside are extracted, with each ripe fruit containing 20-30 seeds.

Cardamom is used for cooking or in traditional medicine. Cardamom is considered the “queen of spices” thanks to its fragrant aroma and a slightly sweet taste with a hint of spiciness.

2.1. Cardamom HS Code

Reference:

  • For medicinal use: Chapter 12: Oil seeds and oleaginous fruits; miscellaneous grains, seeds and fruit; industrial or medicinal plants; straw and fodder 12119019 – – – Other types

2.2. Customs Export Documentation for Cardamom

The customs export documentation for cardamom includes the following documents and papers:

  • Customs declaration form
  • Input goods documentation (invoices, purchase records)
  • Commercial invoice
  • Sales contract (if any)
  • Bill of Lading
  • Packing list
    And some additional documents that may be required based on the importer’s request:
  • Certificate of Origin (C/O)
  • Phytosanitary Certificate

3. Notes on Exporting Cardamom

When exporting cardamom, the following additional items and documents should be prepared:

3.1 Certificate of origin (C/O) when exporting cardamom

Certificate of Origin (C/O) is not required for customs clearance procedures. However, applying for this license will bring preferential tax rates to countries that have signed trade agreements with Vietnam.

For example, if exporting to the ASEAN market, the required form is the Certificate of Origin Form D; for the Chinese market, Form E is used; and for the US market, Form B is used.

In this case, businesses need to prepare a C/O document to apply for the export of medicinal herbs, including: Bill of Lading, Invoice, Packing List, Export Declaration Form, Production Norms, Production Process, Input Materials (Import Declaration, Material Purchase Invoices, Purchase Records, etc.).

3.2. Phytosanitary Procedures for Exporting Cardamom

Before shipping the goods to the port, companies must register for phytosanitary inspection with the relevant authority.

The registration dossier includes:

  • Phytosanitary registration form
  • Packing List
  • Authorization letter for quarantine procedures (if any)
  • Sample of exported cardamom shipment

Phytosanitary procedure:

  • Register for inspection: The exporter submits the phytosanitary registration dossier to the phytosanitary authority and declares it online via the national single window portal.
  • Sample collection: Register for inspection at least 2-3 days before the goods reach the port. The phytosanitary authority will collect samples.
  • Information declaration: Prepare all necessary information to declare the batch on the system for a draft certificate.
  • Supplement and collect the certificate: After verifying the information on the draft certificate, confirm or correct it with the phytosanitary authority, then supplement the dossier and collect the original certificate.

For the first time, the phytosanitary authority will collect samples at the packaging facility or inspect them at the port for testing. In subsequent times, the enterprise  can send samples to the quarantine sub-department for goods inspection as per regulations.

3.3 Food Safety Certificate when exporting cardamom

  • To certify food safety for cardamom products before exporting, the following documents must be prepared:
  • Business registration certificate for the food production and trading industry
  • Certificate of eligibility for infrastructure and production facilities
  • Certificate of health conditions of the owner of the food production and trading establishment.
  • Certificate of training in food safety and hygiene knowledge of the owner of the food production and trading establishment.
  • In addition, enterprises carrying out cardamom export procedures need to prepare the following:
  • Product self-declaration dossier according to form No. 1 of Decree 15/2018/ND-CP
  • Sample of the cardamom product to be exported
  • Images of the product label for export

3.4. Health Certificate for Exporting Cardamom

The Health Certificate is issued by the Food Safety Department of the Ministry of Health, requiring the following documents:

  • Application for the Health Certificate
  • Business license
  • Certificate of food safety eligibility
  • Export fruit product label
  • Product testing results

3.5. Certificate of Free Sale( CFS)  for Exporting Cardamom

The Certificate of Free Sale certifies that cardamom can be freely sold in the domestic market. The necessary documents to obtain this certificate include:

  • Application for the Certificate of Free Sale
  • Business license
  • Certificate of sufficient food safety conditions
  • Product testing results for export cardamom
  • Product quality declaration dossier for export cardamom
  • Export cardamom product label
