HS Code for exporting star anise

According to Circular No. 31/2022/TT-BTC dated June 8, 2022, updating applicable HS codes of 2023. Cinnamon and cassia products have HS code of 0906. In addition, cinnamon It is also classified into unmilled and milled.

Applying Section I, Decree 125/2017/ND-CP, cinnamon products are not on the list of goods subject to export tax. Therefore, the export tax rate of cinnamon is 0%.

Step 1: Quarantine documents

Enterprises need to prepare the following documents to complete the quarantine dossier, including:

  • Plant quarantine registration certificate according to the form specified in Section IV of Circular 33/2014/TT-BNNPTNT.
  • In case of re-export, the original phytosanitary certificate of the exporting country – specifically Vietnam – is required.

Step 2: Submit application

When preparing for step 1, businesses need to submit documents at the competent authorities. Specifically, the regional plant quarantine department. Or plant quarantine stations at border gates are also competent to issue permits.

Step 3: Get results

The agencies that receive the dossier, after processing, need to send a notice to the enterprise. If any dossier is approved, a phytosanitary certificate will be issued. Products not requested will be returned.
