Discover the current mango export situation

Currently, Vietnam is becoming the 13th largest mango exporting country in the world. Vietnamese mangoes are present in more than 40 different countries, of which China accounts for nearly 84.6%, followed by markets such as Russia, the United States, Korea, EU, Australia, Japan… However, Vietnam’s mango export turnover only accounts for more than 1% of total exports. world mango export.

Necessary conditions when exporting mangoes to the international market

Each country will set different standards and conditions; hence, exported mangoes will have differences in form, packaging… to adapt with each market’s requirements. Below are some common and necessary conditions to bring this product to the international market.

  • Mangoes need to be checked for quality and whether pesticide content meets standards or not.
  • The mango is intact, healthy, not bruised, crushed or damaged.

Mangoes should be clean, without impurities visible to the naked eye

  • The outside of the mango peel should not be unusually wet, except in cases of condensation due to having just been removed from the cold storage device;
  • Mangoes should not have any strange smell or taste;
  • If the mango has a stem, the stem must not be longer than 1.0cm.
  • Mango growing areas need to meet standards like VietGap to produce delicious and nutritious products.

As for product packaging: mango packaging needs to ensure quality, hygiene, ventilation and durability. Packaging needs to be sturdy to be suitable for loading, unloading and transporting fresh mangoes to other markets. The bag must not have a strange smell.

About facilities.

Regarding packaging: Facilities that pack fresh mangoes for export must ensure that they have been subjected to heat treatment. The inside is equipped with an anti-insect net system and is regularly disinfected.

Regarding transportation: Mangoes are packed in cartons, packed in 40′ refrigerated containers. Mango products need to be frozen at a temperature of 3-6 degrees and a humidity of 50-60%.

About Legal Policy

Based on Appendix II of Decree No. 69/2018/ND-CP dated May 15, 2018 of the Government, mangoes are not on the list of goods banned from import and export.

Pursuant to Circular No. 15/2018/TT-BNNPTNT dated October 29, 2018, when carrying out customs procedures for exporting mangoes, the unit needs to conduct plant quarantine.

Mango export procedures are regulated in Circular No. 39/2018/TT-BTC dated April 20, 2018.

HS Code and mango export tax

Mango fruit has HS Code 08045020.

Because it is not on the list of items subject to export tax, therefore, the mango export tax according to current regulations is 0%. And besides, VAT on mangoes is also 0%.

Customs procedures for exporting mangoes

Similar to normal export items, customs procedures for exporting mangoes are specifically regulated in Circular No. 39/2018/TT-BTC dated April 20, 2018. Accordingly, the mango export customs dossier includes papers and documents such as:

  • Invoice (Commercial Invoice)
  • Packing List (Goods packing slip)
  • Bill Of Lading
  • Sales Contract (Commercial Contract)
  • Phytosanitary Certificate

Other papers and documents according to the regulations of the importing country.

Procedures for plant quarantine of fresh mango exports

Pursuant to Circular No. 30/2014/TT-BNNPTNT dated September 5, 2014, fresh mangoes are on the list of objects subject to plant quarantine according to regulations. Therefore, when exporting this type of fruit, relevant enterprises need to conduct plant quarantine. The plant quarantine request dossier includes the following documents:

  • Plant quarantine registration is prescribed according to the form issued by the Quarantine Department;
  • Commercial contract, bill of lading, commercial invoice, packing slip (If any);
  • Letter of introduction or authorization from the goods owner to the person registering for plant quarantine;
  • Quarantine samples for export shipments depend on quantity, about 5kg/sample.

The plant quarantine process is as follows:

  • Quarantine registration: Exporters submit the export plant quarantine registration dossier to the plant quarantine agency and declare online on the National Single Window Information Portal.
  • Sampling: Goods owners need to register for quarantine at least 1-2 days before bringing goods to the port. The quarantine agency takes samples, which can be quarantined at the port or at the factory.
  • Declare information: Declaring information about the shipment to the system to issue a draft certificate.
  • Add documents and get deed: After checking the information on the draft deed, confirming or correcting it with the quarantine agency, add documents and get the original deed.

Note: The first time the plant quarantine team may return to the facility to check the goods or check at the port. Next time, businesses can transfer goods to the quarantine department for inspection, depending on the business’s choice.

Certificate of origin (C/O) when exporting fresh mangoes

This certificate is not mandatory during the customs clearance process for the shipment. However, buyers can request businesses to make certificates of origin for some markets that have signed trade agreements between the importing country and Vietnam. Therefore, importers can use certificates of origin to get preferential import tax rates.   • Bill Of Lading, Invoice, Packing List, Customs Clearance Declaration
